인구 절반인 1,840만 명 인도적 지원 및 보호 절실
탈레반이 정권을 장악한 아프가니스탄의 아동들이 전례 없는 인도주의적 위기에 처했다. 국제구호개발 NGO 월드비전(회장:조명환)은 19일, ‘세계 인도주의의 날’을 맞아 아프가니스탄 아동들을 위한 성명서를 발표했다.
월드비전은 성명서를 통해 아프가니스탄의 급격한 정세 변화로 인해 아동들이 가장 큰 위험에 처했으며, 이들을 지키기 위해 전 세계가 함께 행동해야 한다고 호소했다. 또한 아프가니스탄의 아동과 가족들이 은신하거나 피난길에 오르고 있으며 학교 폐쇄, 극심한 식량 부족 등 기본권이 박탈당하고 있다고 전했다. 특히 아동 820만 명을 포함해 아프가니스탄 인구의 절반인 1,840만 명이 인도적 지원 및 보호가 필요한 상황이고 인구의 30% 이상은 심각한 식량 위기를 겪고 있다고 밝혔다.
유엔은 연말까지 약 50만 명의 피난민이 위험을 피해 여러 지역으로 피난할 것으로 예상했으나, 현지 소식통에 따르면 이미 지난 3개월 동안 약 100만 명이 국내 실향민이 된 것으로 파악됐다. 또한 코로나19 감염 예방 및 치료가 불가능한 상황이라 아동들의 안전이 더욱 위협받고 있다. 아프가니스탄 인구 4천만 명 중 지난해 2월 이후 현재까지 보고된 코로나19 환자는 13만 9,051명이며, 사망자는 6,098명이다.
아프가니스탄월드비전 아순타 찰스 회장은 “분쟁과 극심한 가뭄, 그리고 코로나19의 영향 속에서 아동들은 폭력, 학대, 착취 등 위험한 상황에 처해 있으며, 부모들은 생존을 위해 어린 자녀들을 강제 결혼시키는 등 극단적 해결책에 의존하고 있다”며 “분쟁의 당사자들이 국제인도법에 따라 가장 취약한 아이들을 우선적으로 보호할 것을 촉구한다. 그리고 국제사회가 아프가니스탄에 관심을 갖고 문제를 해결하기 위한 국제적인 노력과 책임을 다하길 바란다”고 호소했다.
한국월드비전 조명환 회장은 “아동은 복합적 갈등과 위기를 해결함에 있어 핵심이 되는 존재이다. 어느 때보다 아프가니스탄의 아동들을 위험으로부터 보호하는 것이 시급하다”면서 “월드비전은 아프가니스탄 아이들의 곁을 가장 가까이에서 돌볼 것이다. 아이들이 더 위험한 상황에 처하지 않도록 아프가니스탄의 평화를 위해 함께 목소리 내어 주시길 바란다”고 전했다.
한편 월드비전은 2001년 이후 20년 동안 아프가니스탄에서 긴급구호를 비롯한 인도적 지원사업을 수행하고 있다. 현재 300명 이상의 직원이 아프가니스탄 전역 4개의 주요 도시인 헤라트(Herat), 고르(Ghor), 파르야브(Faryab), 바드기스(Badghis) 주를 거점으로 활동하고 있다.

World Vision: Act now to avoid failing the children of Afghanistan
As power dynamics change by the hour across Afghanistan, International aid agency World Vision warns that countless more vulnerable children will pay the ultimate price as they are caught in the maelstrom. At terrifying speed, territories and control are changing, schools are closed, food is scarce and forced displacement figures are soaring. Children and families are in hiding or fleeing and their fundamental rights are being denied.
The numbers are staggering.
Almost half the population – 18.4 million people (8.2 million children) – have needed humanitarian and protection assistance in 2021 and this is growing. An acute food insecurity crisis is faced by more than 30% of the Afghani population (12.2 million). Accelerated forced displacement is projected to result in 500,000 people fleeing across various provinces by the end of the year1. The pandemic continues to worsen, and preventative measures are lacking. In a country with a population of close to 40 million, so far only 139,051 COVID-19 cases and 6,098 deaths were reported since February 2020.
“Extreme vulnerabilities and fear are at record levels and children are at greater risk of violence, abuse and exploitation. Families who are already struggling to survive destitution related to this conflict, a devastating drought and the effects of COVID-19, are now resorting to the most desperate of measures to protect their children, including child marriage. History has shown that the resilience and fortitude of the Afghan people is extraordinary. But it has its limits. They are now at their most vulnerable and we cannot abandon them now.” says National Director Asuntha Charles.
World Vision calls for all parties to the conflict to put vulnerable children first. International humanitarian law must be respected and the lives of Afghan children, their families, and communities prioritized. The international community must maintain its presence on the ground to prevent an unprecedented humanitarian catastrophe. Further commitment must be made to increased and sustained funding supports, diplomatic engagement, international responsibility for durable solutions, and the protection of child rights.
“Children are the single greatest asset to any sustainable, durable solution to multiple crises. For their sake, all sides must put the humanitarian needs of their people first and end this conflict. Together with our +300 Afghan staff, World Vision will stay and deliver.” Ms. Charles said.
